Spirit of Mill Valley | Marin County

Spirit Residential Group (the applicant) proposes to construct an assisted living/memory care facility for senior citizens on a vacant lot along Thomas Drive and N. Knoll Road in the community of Strawberry. The SB 330 application was submitted February 6, 2024 and the project was approved December 23, 2025. The proposed facility would be a 70' high, six story building. The building includes the following spaces.

• 38 memory care rooms (without any cooking facilities);
• 71 assisted living units with kitchens to allow independent living, including 46 one-bedrooms, 18 two bedrooms and 7 three bedrooms;
• 72 parking spaces; and
• Common dining room and activity areas would be provided onsite.

These parcels are included in the Marin County housing element. The housing element planned 51 units for this parcels, with 8 units available for moderate income families. This project will contribute 72 units to the Marin County housing element goals. None of the units will be restricted to affordable residents.

Site improvements include access and drop-off driveways, sidewalks, access stairs, a fire truck turnaround, site retaining walls and bioretention basins. Walking trails on the upslope portion of the property would be accessible via an elevated walkway and trolley line.

The entire facility would be licensed and operated as a Residential Care Facility for the Elderly (RCFE). The licensing includes special requirements related to care and service requirements as well as the physical plant. View the county planning page for this project here.
