Policy: Tenant Protections
Displacement is an urgent and critical issue in Marin County. The combination of our lack of tenant protections and very high housing prices has made Marin a target for institutional investors. In recent years, institutional investors have purchased a number of multi-family properties, updated the properties and hiked rents. In addition to rent control and eviction protections, code enforcement is another tool to encourage for tenant protections. With each purchase, members of our workforce are being forced to leave the County and commute into work. In addition to the huge disruption these forced moves cause, these former residents add, on average, 32 miles to their commutes, increasing traffic and emissions. In summer 2024, evictions in Marin County are up 79% from 2023. View MarinRentControl for more information. Call Marin Home recommends Evicted – Property and Profit in the American City, by Matthew Desmond as a good resource.
In 2025, the Rooted in Marin report was published. The results are clear: Marin County, cities, and towns must do more to fight homelessness. The report highlights the causes of displacement, and gives anti-displacement policy and program suggestions. There will be several Rooted in Marin presentations to various cities and towns across the county in Spring and Summer 2025. You can find these meetings on our Call Marin Home Calendar on the home page.
